Richard joined the NFB as chief executive in June 2014. As well as heading up daily operations, he works closely with the NFB board, comprised of members, to define organisational strategy and priorities. As the link between NFB business and members across England and Wales, he is at the forefront of the federation and able to offer a unique and multi-faceted perspective. 

Richard was born in Australia and, in addition to his expertise in construction, has worked in financial services, telecommunications, and healthcare, providing him with cross-industry commercial awareness.

Richard is available to comment in relation to the UK construction industry, the economy, SMEs, NFB members, and NFB organisation.


Paul Bogle
Head of Policy and Research

Since joining the federation in 2008, Paul has helped raise the profile of the NFB and its work with local authorities and with central Government. He sits on a number of industry steering boards to represent NFB members and set standards in UK construction. Paul was part of the steering group for PAS 91, which is designed to simplify pre-qualification, and works with local authorities and framework operators to share good practice and improve access to work for SMEs. He is also a director of Retrofit Works, a co-operative which makes it easier for SMEs and micro companies to access retrofit work.

Paul is an expert on central and local government policy and frequently speaks about procurement, access to finance, supply chain issues and skills.


Rico Wojtulewicz
Head of Housing and Planning Policy 



Rico is the senior policy advisor for the House Builders Association (HBA), the housebuilding division of the National Federation of Builders (NFB). Having worked in politics, residential service delivery, employment, education, policy and regeneration, Rico believes that house building and construction are intertwined economic and social forces that need continued recognition, especially in the SME sector.

Sitting on various construction industry boards and working groups, his passion is policy in practice and delivering realistic outcomes for both clients and industry alike.

“The House Builders Association (HBA) protects and promotes the interests of non-volume house builders. As the only voice for small and medium-sized house builders, we accurately represent the interests of our members on key issues including changes to the planning system, access to finance/land and the skills shortage.”
