The paper is an evidence and experienced-based assessment of the current function of the Apprenticeship Levy,  explaining the challenges faced by construction employers in making the Apprenticeship Levy work for their businesses. It recommends a number of positive and forward-thinking reforms, aimed at improving the vocational training of employees and significantly reducing the amount of unspent Levy funds which, while originally intended to improve training and education, in reality end up being returned to the Treasury for general expenditure.
